As reported to the Cumbria Schools Forum on 3rd July, some revisions to the Cumbria LA Scheme for Financing Schools are required.  

Any changes that are made to the LA Scheme for Financing Schools must be consulted with all maintained schools before being approved by the Schools Forum.   

There are a number of directed revisions from the DfE and changes in legislation the majority of which relate to minor changes in wording or clarification of existing provisions contained within the Scheme.  

In addition to the directed revisions, the LA is also proposing some changes in response to a change in legislation and clarification on the responsibility for premature retirement and redundancy costs.  The proposal, subject to Schools Forum approval, is to fund redundancy (compulsory or voluntary) costs from the de-delegated contingency fund in certain circumstances based on eligibility criteria, as detailed in Appendix 1 in accordance with the CCC redundancy and early release policy.

Other LA proposed changes include amendments to reflect the change in arrangements for the provision of payroll in maintained non-chequebook schools, a new Appendix C to the Financial Regulations for Schools setting out the procedures for becoming an own bank account (chequebook) school and new Annex K which links the specific requirements that schools need to meet under the Schools Financial Value Standard (SFVS) checklist to the relevant sections of the LA Scheme so that schools can check that they are complying the essential requirements of the Scheme.

Headteachers, School Business Managers and Governors are invited to comment on the proposed changes by 17th July.  The outcome of the consultation will be emailed to the maintained schools forum representatives and if there are no objections the revised Scheme will take effect from 1st August 2020.
