Overview

Penrith Town Council has been producing a Neighbourhood Development Plan (NDP) for the parish area of Penrith. The initial consultation, which took place early in 2017, provided the comments that helped shape the policies and supporting actions in the plan and were based on what residents and businesses told us. After the Plan was drafted, we consulted again to confirm that we had covered all the issues raised.

NDPs have to plan positively, promote sustainable development and be in general conformity with the Eden Local Plan (2014-2032), (adopted on 11 October 2018), and the National Planning Policy Framework.

We have now produced the final draft and must carry out what is called a Regulation 14 consultation. This consultation asks you for your views on the vision, objectives and policies of the NDP.

With respect to Eden District Council, the NDP should not be confused with their Masterplan. Your views are really important so please take this opportunity to help shape your town.

Why We Are Consulting

This Regulation 14 Consultation is an official stage of consultation as set out through the Neighbourhood Planning Regulations 2012 (Regulation 14). Your comments on the policies contained in the PNDP are invited and will be carefully considered by the Penrith Neighbourhood Development Plan Group, and the Town Council, and will be used to inform the final version of the PNDP.

What Happens Next

When the final PNDP is completed and approved by the Town Council, it will be submitted to EDC, who will carry out further consultation before an independent inspector considers the PNDP. After inspection the plan will be put to Referendum and, if adopted, will become the definitive statement of planning policy for Penrith.
