The Council’s Constitution sets out how the Council operates, how decisions are made and the procedures which are followed to ensure that these are efficient, transparent and accountable to local people. Some of these procedures are required by law, while others are a matter for the Council to choose. It covers procedures such as Public Participation at meetings, decision making, the award of contracts and the protocols governing the behaviour of Officers and Members as well as the procedures to be followed during meetings.

Why we are consulting

The Council's Monitoring Officer has the responsibility to maintain and to monitor and review the operation of the Council's Constitution to ensure that the aims and principles of the Constitution are given full effect. Each year, the Council’s Monitoring Officer reviews this document to ensure that it is up to date and meets its purpose.
