34 responses were received, from a range of respondents including developers, housebuilders, landowners, agents, statutory bodies, interest groups, infrastructure bodies, and neighbouring authorities.

We used the responses to refine the methodology for the SHLAA and we published a revised methodology in July 2020. Appendix 4 of the methodology summarises the comments made and explains how these were taken into account in refining the methodology.

Since then, we have decided to include employment sites in the assessment and expand it into a Strategic Housing and Economic Land Availability Assessment (SHELAA). We have therefore revised the methodology to incorporate employment sites. The overall method and way we carry out the study will not be affected by this change.

South Lakeland District Council is beginning a review of the Local Plan for South Lakeland, which applies to the areas of the district outside of the National Parks.

We are at the start of the review process and are beginning to update key pieces of evidence, including the Strategic Housing Land Availability Assessment (SHLAA). A SHLAA provides an estimate of the amount of land that may be suitable, available and achievable for housing development over the Local Plan period. A SHLAA provides information and a high level assessment of sites, but does not allocate sites. You can find out more about SHLAAs in the government’s online planning practice guidance.

We are currently consulting on our draft methodology for undertaking the SHLAA and the document below sets out the approach we are planning to undertake for the study. It poses a number of questions which we are seeking your views on through this consultation.

We are also going to hold a workshop session to discuss the SHLAA methodology and to discuss feedback received in the consultation. This will take place in the afternoon of Thursday 12th March 2020 at Kendal Town Hall. Please email if you would like to attend. This session will also be an opportunity to discuss a range of housing issues relating to the Local Plan review.

Why your views matter

We are consulting on the draft methodology for the SHLAA so that stakeholders have the opportunity to input and help refine the methodology before we start the study. There are a number of assumptions that need to be made in the study and we would welcome input at this early stage. The consultation will also give us the chance to meet with stakeholders to discuss the SHLAA and how it will feed into the Local Plan review.

What happens next

We will consider the responses to this consultation and refine the methodology where necessary to take account of comments made. We will include an appendix in the draft SHLAA to show how the consultation responses have been taken account of.
